작년 벼농사가 풍년이 되어서 벼가 남아 돌아 방아를 쪄서 쌀을 쌓아 놓을 창고가 없어 농협에서는 수매가 어렵다고 합니다
이러한 상태가 수년동안 연속 진행되고 있습니다
쌀의 판로는 적은데 갈수록 쌀은 안먹는 추세이며 요즘 군대에서는 쌀을 적게 먹어 쌀의무 소비량에 절반 정도로 줄어든 추세입니다 거기에 FTA로 외국에서 쌀이 수입되어 들어오니 우리나라 쌀이 더 남아돌고 있습니다
농협에서는 쌓아 놓을 장소는 없지만 쌀 수매를 올해도 또 해주어야 하니 마지노선까지 왔다고 보아야 합니다
차라리 우리나라 모든 농림지를 개발이 가능한 계획관리지역으로 용도를 바꾸면 농업을 하려는 사람은 농업을 계속할 것이고 농지를 개발해 다른 사업을 할 사람은 그렇게 할 수 있으니 돈이 잘 돌아가 내수경기 활성화가 되고 토지주들은 땅에 등급이 올라가 모두 환영 할 것입니다
고향에 가서 농업을 하는 사람들에게 모든 농지를 계획관리지역으로 용도를 바꾸는 정책은 어떠냐고 하니까 농업을 하는 사람은 모두 환영했습니다
이러한 정책은 군생활을 하사 이상 장교로 전역한 대통령 후보라면 빠르게 이해하고 실천할 것으로 추정됩니다
